The guard eyes Gerard suspiciously at his evasiveness in regards to his question about where Darl has gotten to. "Does anyone know where the tall...umm..creature was that was supposedly staying here last night?" He says again.
"Haven't seen him this morning." Jordan replies helpfully. "How 'bout you Gerard, you seen him this morning?"

Not sure whether this was an omission or conscious rule change ... but it explains why I was so confused by your comment.

My guess is they screwed up Ultimate Edition. Not surprising since they did the same type of mistake in the initial release of Beyond the Supernatural. But who knows. I'm going to go with the original game books ruling on it. Here's my simplified interpretation:
- Can absorb up to half of the PPE from an unknowing subject, including animals (automatic save vs magic, difficulty 12). Can do this to two individuals per level per melee in a 10' radius per level.
- Cannot draw from unwilling subject who is aware of the attempted draw.
- Cannot draw from a mage without their consent
- Up to 70% of an individuals PPE can be freely given (mage or mundane)
So, the question becomes how long is Darl going to stand there stealing PPE? (15 seconds for every two people and you will have to concentrate to do it; somebody may eventually notice you standing there in a daze and wonder what's up)There are currently six people within range, but as Darl moves and others move, the number is constantly changing.

{OOC: Okay, we'll ignore the PPE drain question for now, then. Bring it up again when you're ready.}
A priest that appears to be directing some soldiers pauses long enough to respond to Darl's inquiry about the timing of the deaths. He turns to face Darl and his eyes work there way from chest level to eventually look up at Darl as he takes in Darl's very tall, large stature. "Umm, the bodies were discovered this morning at dawn during the shift change. Happened sometime during the night." The man manages to get hold of himself and continues more confidently. "Say, Brother Tobius is looking for you and your friends. He wants to talk to you inside."

Anastasia getting herself together, asking one of the guards if they could please get her a cold cloth "I really need one as you can see, I'm not feeling to well and would really appreciate it if you could do that for me real quick..I know you have alot of other things to do here but it would help me better to get myself together and talk to Brother Tobius about the happenings around here."
Anastasia straightening herself out as best she can, brushing her hair into place the best she can and sitting down briefly so she doesn't pass out, looks to Jordan and tells him "I'll be okay after i just wait and get myself together and hopefully a cool cloth to wipe down my face will help. I'm very concerned about what happened here and getting some feelings on this but its all blurry if you know what I mean..I don't like this..it isn't good and I'm afraid were going to find out more when we talk to Brother Tobius..so I really need to get myself together so I can help as much as possible and help find out what happened or try to find out any information to help."
Anastasia now waits for the guard to get her a cool washcloth but unsure if hes going to do so or not.
She looks around at the people again, many blank looks on their faces as well as others who are angered but hurt and scared.
She tries again while waiting to see if they gave off anything to help her......

The guard declines the offer of getting her a washcloth but gives Anastasia leave to quickly get herself one from the washroom before rejoining the others. Upon Anastasia's return the guard gives up on waiting for someone to explain where Darl is, deciding to leave that up to Brother Tobius to figure out.
Brother Tobius indicates to the guard that he should take the group into his office and that he will be with them momentarily.
{OOC: Brief pause while we wait for Darl and Daniel to catch up. I don't want to have to go over this multiple times.}

Glancing at the sky, Darl mentally confirms the guards assertion that dawn was less than an hour ago ... trying himself to determine just how long ago 'dawn' actually occured.
"Just under an hour, you say?" Darl comments. "I understand Brother Tobius is waiting, but I think my abilities can help here ... though the window of opportunity grows smaller as the scent fades, and we may have already grown past the extent of my abilities. Please humor me a moment ... I'll be happy to remain here, where you can see me, and will accompany you to Brother Tobius in a few short minutes."
Not waiting for a response, Darl focuses for a moment to draw energy from the assembled crowd, funneling it into the casting of his spell. Concentrating on the area where the guards now lay, he opens himself to the temporal currents and casts himself back towards the extent of his range (one hour); feeling for any sort of a disturbance in the energies which might indicate the brief but intense period of violence that would be the guards death ...
